Specialist in energy and European regulation, with a background in political negotiation and industrial implementation. For four years in Brussels (2020–2024), I represented Spain as Energy Counsellor to the EU institutions, taking part in high-level political negotiations on energy security and decarbonisation. I served as Chair of the Council during trilogues on the Hydrogen and Gas legislative package (2023) and as Spain’s Governor to the Governing Board of the International Energy Agency (IEA) (2019–2024). Previously, I was Deputy Director-General for Hydrocarbons and New Fuels at the Spanish Ministry for Ecological Transition. Now in the private sector, as Director of Regulatory Affairs at Técnicas Reunidas, I work at the intersection of regulation, technology and industry, helping to turn European energy policy into real projects for decarbonisation and energy security.
The implementation of the EU Methane Regulation (Regulation (EU) 2024/1787) is already under way, with initial obligations for EU operators taking effect in 2025 and requirements for importers following in 2027. Meanwhile, the market for methane detection and quantification technologies continues to expand rapidly. Without clear qualification criteria, this growth risks creating non-optimised workflows and inefficient investment decisions.
This workshop will support participants in determining which rules apply to their assets, which technologies best match their operational needs, and what practical measures can be implemented to prevent and reduce complex emissions.
• Compliance: Develop an asset characterisation framework to identify all applicable regulatory requirements, national provisions, and best practices.
• Technology: Assess the current technology landscape and apply a structured technology funnel framework to match the most suitable solutions to each asset.
• Operational excellence: Explore cost-effective engineering measures to reduce emissions from venting, flaring, and critical equipment, ensuring both compliance and performance.
• EU importers: Understand the specific measures and timelines importers must implement to remain compliant with the evolving EU Methane Regulation.
