Deputy Director, Air Permits Division Texas Commission on Environmental Quality

Samuel received a Bachelor of Science degree in Wildlife Biology from Texas State University. He began his career with the Texas Commission on Environmental Quality in August 2005 as an enforcement coordinator in the Enforcement Division. In February 2012, Samuel became the work leader for the Drinking Water Enforcement Team in the Enforcement Division. In April 2015, Samuel joined the Air Permits Division as the manager of the Rule Registrations Section. Samuel also served as the manager of the Energy Section and assistant director of the Air Permits Division.
